Born in Kraków in 1951. Econometrician, a graduate of the School of Planning and Statistics (1974), Doctor of Economic Sciences (1984), since 2003 and prof. of University of Information Technology and Management in Rzeszow, from 2011. Vice President of the Supreme Chamber of Control 2011-2013, actually adviser of the SCC President. Specializing in public finance, with particular emphasis placed on problems organization of public sector, local government finance and budget planning. The author and co-author of more than 130 works in the field of public finance and application of mathematics in economics, including more than 30 books. Also the author of numerous expert opinions for the Ministry of Regional Development, Ministry of Culture and National Heritage, other ministries and many local governments. Took part in commissioned by the Ministry of Science and Higher Education, development strategy for higher education, which is a joint venture between Ernst & Young and the Institute for Market Economics.
Worked at the School of Planning and Statistics (SGH) and the Academy of Entrepreneurship and Management (now Kozminski University) in 1989-1994 as undersecretary of state in the Ministry of Finance, was responsible for the state budget and financial policies.
After leaving the Ministry of Finance, he began research work in the Institute of Market Economy Research, serving simultaneously as Chairman of the Supervisory Board of PZU SA and later – as Chairman of the Supervisory Board of PZU Zycie SA. In 1994-2003, he also worked as an advisor to the boards of Bank Slaski, Bank Handlowy and Bank Gospodarstwa Krajowego. He was World Bank’s expert, until he started working in the SCC (in 2003) cooperating with the Office of Research of the Sejm.
Tomasz Skica doctor of economic sciences. Doctoral thesis conducted under Prof. nadzw. dr hab. Krzysztof Surówki titled "Instruments supporting entrepreneurship at the local government level (on the case study of the communes of the Podkarpackie Province)," defended with distinction in 2007 in the Faculty of Finance at the Academy of Economics in Krakow (now the University of Economics). Graduate of the University of Information Technology and Management in Rzeszow. Received his bachelor’s degree in administration in 2000, and in 2002 his master’s degree in economics with a concentration in public management and administration. During his studies distinguished for academic performance and achievement, (for which he received the UITM Rector’s Award among other distinctions).
Between 2001-2002 he worked with the Leżajsk Association for Development (LSR). Since 2002 working at the University of Information Technology and Management in Rzeszów. In 2002-2003 he worked with the Association of UITM Graduates and Students (SAiS). Responsible for development projects, analysis and studies. Organizer of seminars, author of programs, courses and training. In 2002-2004 initiator and coordinator of research projects carried out in cooperation with the UITM Institute of Economics (IG). Since 2004 member of the editorial team of the financial internet quarterly e-Finanse, and since 2011 thematic editor responsible for the topic of public finance. Since March 2007 assistant professor in the Faculty of Finance and Banking, and since 2009 in the Faculty of Macroeconomics at UITM. Author, co-author and meritorial coordinator of Distance Learning courses on Microeconomics, Public finance, Public Finance II. Post-graduate studies lecturer at UITM. Trainer at the Cisco Entrepreneur Institute (CEI). Since March 2010 Manager of the Research and Science Section of the Institute for Financial Research and Analysis in Rzeszów. Member of the supervisory board of a communal entity. Expert in public finance (in particular the financing of local public administration).
Author of several academic articles, book publications, monograph sections, analytical works and reports, as well as remedial strategies and programs in the field of public finance, with emphasis on local public administration entities.
Doctor of economic sciences, his field of interests include the topic of customer loyalty in various branches, in particular in the field of insurance. Scientifically, he is involved in the modelling and measurement of customer loyalty. Author or co-author of over forty publications and many reports, expertises and development strategies.
